Consultant led services helping NHS commissioners reduce waiting times and expand specialist care capacity.
Harrow Health is a clinically led, not-for-profit Community Interest Company supporting the NHS to deliver high-quality specialist care closer to home. Since 2007, we have partnered with GP practices and NHS organisations to expand capacity, reduce waiting times, and improve patient outcomes across a range of specialties.
We work collaboratively with Integrated Care Boards (ICBs), primary care, and acute Trusts to design and deliver services that address local population needs while aligning with system priorities. Our model supports elective recovery, reduces pressure on secondary care, and enhances patient experience through accessible, community-based pathways
Our unique value to NHS commissioners lies in our ability to deliver high-quality, patient-centred services with flexibility, efficiency, and measurable outcomes across diverse care settings. We combine strong clinical governance with innovative service design to reduce waiting times, improve access, and support system-wide transformation aligned with NHS priorities.
Harrow Health has a proven track record of mobilising and delivering services under a range of established procurement routes, including the Any Qualified Provider (AQP) framework, NHS Standard Contract, and collaborative commissioning arrangements. We are also approved to operate within Integrated Care System (ICS) and Out of Hospital Care Services (OCS) frameworks, enabling us to work seamlessly with system partners to deliver integrated, community-based care that meets local population needs while ensuring value for money.

The NHS continues to face significant challenges in elective recovery, with millions of patients still waiting for treatment and sustained pressure to improve performance against the 18-week standard.
Harrow Health has played a key role in supporting local NHS Trusts by:

Harrow Health plays a vital role in supporting 18-week Referral to Treatment (RTT) performance by delivering care in a way that reduces delays and optimises system efficiency. By treating appropriate patients within community settings, services help alleviate pressure on acute hospitals and ensure faster access to care for those with less complex needs. Targeted efforts to prioritise backlog cohorts enable a reduction in long waits, supporting recovery trajectories and improving overall performance against RTT standards. This approach also allows NHS Trusts to focus their resources on more complex and surgical cases, ensuring that specialist capacity is directed where it is needed most.

By creating accessible services within primary and community settings we are managing non-urgent, high-volume conditions (i.e. dermatology, ENT, gastroenterology and gynaecology). Harrow Health ensures patients receive timely, specialist-led care closer to home. This approach not only improves patient experience and outcomes but also frees up valuable capacity within acute hospitals. In addition, by reducing unnecessary outpatient appointments and avoiding avoidable hospital referrals, Harrow Health helps streamline patient pathways, shorten waiting times, and enable secondary care providers to focus on more complex and urgent cases.

Harrow Health has also played an important role in increasing system capacity by delivering responsive and adaptable services aligned to local NHS Trust or ICB’s demand. Through the rapid mobilisation of community-based clinics, services can be scaled up quickly to address waiting list pressures and provide timely access to care. This is supported by a flexible workforce model that brings together consultants, GPs with extended roles (GPwERs), specialist nurses, and allied healthcare professionals ensuring the right expertise is available across pathways.
In addition, the provision of weekend and evening clinics maximises patient throughput, improves accessibility, and helps accelerate elective recovery by making better use of available clinical capacity.

Harrow Health further supports elective recovery by streamlining referral pathways and improving the efficiency of patient flow into services. Full integration with the NHS e-Referral Service enables seamless, transparent referrals directly from primary care, ensuring patients are directed to the most appropriate setting without unnecessary delays. This is complemented by standardised triage protocols that are aligned with local Trust pathways, promoting clinical consistency and ensuring referrals are managed safely and effectively. By simplifying processes and reducing duplication, Harrow Health also helps to ease the administrative burden on Trust teams, allowing clinical and operational staff to focus more on delivering high-quality patient care.

Harrow Health brings extensive experience in working across a wide range of NHS clinical and operational systems, enabling seamless integration with existing infrastructures and ensuring continuity of care. Our teams are proficient in leading electronic patient record systems such as EMIS Web, SystmOne, and Cerner, allowing us to adapt quickly to local requirements and maintain accurate, real-time documentation. In addition, we routinely utilise associated NHS systems including e-RS, Summary Care Record and Spine to support referrals, information sharing, and coordinated care pathways. This breadth of system expertise ensures minimal onboarding time, robust data governance, and efficient service delivery aligned with NHS digital standards.

a. High-Volume Patient Throughput
We enable high-volume patient throughput by delivering large-scale outpatient activity through accessible community hubs, bringing care closer to patients while easing pressure on acute settings. The rapid onboarding of referrals via NHS e-Referral Service (e-RS) pathways ensures patients are processed efficiently and directed to the right services without delay. This is underpinned by scalable clinic models that can be expanded quickly to respond to periods of surge demand, helping maintain flow, reduce waiting times, and support overall system resilience.
b. Treating Patients Closer to Home
Harrow Health supports the delivery of care closer to home by providing services in accessible community locations, making it easier for patients to attend appointments without the need to travel to acute hospital sites. This approach reduces reliance on hospital infrastructure, freeing up space and resources for more complex care. By offering convenient, local options, Harrow Health also helps improve patient attendance rates and reduce DNAs (Did Not Attends), contributing to more efficient use of clinical capacity and better overall patient outcomes
c. Reduced Waiting Times
Harrow Health contributes to reducing waiting times by accelerating access to care from the point of referral through to treatment. Patients benefit from shorter intervals between referral and their first appointment, supported by efficient triage processes that enable earlier clinical decision-making and faster initiation of treatment. These streamlined pathways also play a key role in supporting backlog clearance programmes, helping NHS Trusts address waiting list pressures and improve overall performance.
Our service delivery model is consultant-led and aligned to national clinical pathways, ensuring that patients receive high-quality care equivalent to that provided in hospital settings. This is underpinned by robust governance frameworks and evidence-based protocols that promote safety, consistency, and clinical excellence.
Services are fully integrated with multidisciplinary teams (MDTs) and secondary care where required, enabling collaborative decision-making and continuity across the patient pathway. With seamless referral via the NHS e-Referral Service (e-RS) and structured discharge back to primary care with clear management plans, the model supports truly integrated care between primary and secondary services.
Delivery is facilitated through a network of community clinics across multiple locations, improving accessibility for patients, while maintaining the flexibility to rapidly expand capacity in response to commissioner demand and system pressures.
